The main objectives of the project
- TCreation and development of a new highly efficient line in Ukraine’s power industry;
- Introduction of true market relations in power industry;
- Bringing thermal and electric power tariffs in accordance with the market prices of energy carriers;
- Securing reliable operation of businesses under shortage of domestic energy carriers;
- Modernization of basic technologies in municipal and industrial heat power industry in parallel to the Project implementation, including main heat transport networks.

The main tasks of the project
- Provide regions with thermal and electric power produced at maximum efficiency of fuel consumption;
- Develop state policy principles for expedient usage of centralized and de-centralized electric power and heating supply;
- Ensure efficient and profitable operation of businesses in municipal utilities and industries;
- Develop state technical policy in reformation of the municipal heat power industry;
- Develop power machine building industry of Ukraine;
- Revival and modernization of the municipal heat power industry.

Ways and means of the project implementation

Introduction of combined thermal and electric power production (co-generation) using:
- combined cycle plants;
- gas turbine plants;
- gas piston plants;
- steam turbine plants.
- Utilization of secondary energy resources of various technological processes (waste energy potential);
- Usage of alternative fuels – generator gas, coal-bed methane, combustible industrial gases, associated gas and natural gas of lean deposits;
- Usage of renewable energy sources.

The main sources of the Project financing:
- share capital;
- debt financing;
- ET and JI according to the Kyoto Protocol.
Additional sources of the Project financing:
- investments (including foreign investments);
- Energy Conservation Fund;
- grants, subsidies.

The Project total value is UAH 14,187.1 million, including:

UAH 4,256.2 million debt financing,
UAH 2,837.4 million ET and JI according to the Kyoto Protocol.
Project implementation is planned for the period of the years 2005 through 2015.
