Within 2 months, a 20 MW boiler-house was constructed in Stepnogorsk town of Zaporozhye Region, Ukraine. Rassvet OJSC President Petro Sabashuk was decorated with Distinguished Service Order of the III degree. Three Rassvet OJSC officers were given the Merited Officer of Municipal Utilities of Ukraine title.

Design contractor: Rassvet-Energy Scientific Research Center OJSC. The implementation of the project was suspended due to political reasons.

2003-2005 Kiev, Ukraine Drafting the Law of Ukraine “On Combined Production of Thermal and Electric Power (Cogeneration) and Waste Power Potential Usage”
Institute of Applied Researches in Power Industry, headed by Associate of the National Academy of Sciences of Ukraine, Dr. Eng. Victor Klimenko, was the coordinator of the Law drafting. The Law of Ukraine “On Combined Production of Thermal and Electric Power (Cogeneration) and Waste Power Potential Usage” (¹ 2509-IV) was passed by the Verkhovna Rada (Parliament) on April 05, 2005, and thereafter signed by the President of Ukraine.

The draft National Program was submitted to the Verkhovna Rada (Parliament) of Ukraine and the Cabinet of Ministers of Ukraine.

Since 2005 Kiev, Zaporozhye, Ukraine Development and implementation of Investment Project of Construction of Dispersed Cogeneration Network to the Total Installed Capacity of 5,000 MW in Ukraine
The project is scheduled for 10 years and provides for realization of about 1/3 of the Ukraine’s cogeneration potential in public and industrial heat-and-power industry – 3,000 and 2,000 MW accordingly. In 2005, Finalist Diplomas were conferred to the Project in two nominations of Fuel and Power Industry Leader All-Ukrainian Contest.
